In general, I doubt those who categorize their languages as "civilized" or "savage".
It's probably the speakers of one of those languages that thinks that way.

Born and raised in Stockholm, and I would pronounce it /kra˩meːr˥/. I can't imagine it being pronounced any other way by someone from around here.

Start whistling, then move your tongue towards the back of your mouth. The pitch will get lower and lower, and eventually you'll stop whistling altogether. My conclusion from this experiment is that yes, you do need your tongue to whistle.

I feel comfortable with Japanese, although I have a hard time remembering kanji when writing by hand nowadays. Some years ago I had around 1200 in my active memory, but that number has been reduced to maybe a couple of hundreds since I left Japan. I can read Greek and Cyrillic but not write fluently...
