Yeah, over complicated is a better word. As there are so many conditions that effect the tone: vowel length, consonant type, finals and the tone markers... Latin, greek, cirilic, tengwar and thai scripts.
Thai is by far the hardest thing out there... the number of consonants and vowles and form changes and tonal irregularities... O.o
