The letter <ɕ> has either pronunciation. In the same way, the letter <b> can be pronounced as /b/ or as /β/, so that e.g. babo (if it existed) would be pronounced /'bä.βɔ/. By the way: http://en.wikipedia.org/wiki/Help:IPA#Brackets

Poblas is a constructed language which I'm currently creating. It has no gender whatsoever (unlike German der, das, die, etc.). Its structure is fairly simple and there are no exceptions.
