Is it a nation, or just a bunch of self-governing cities/areas? How does the situation look?

It's an anomaly, which is a dangerous thing to leave lying around. It was once a Cadhinorian province, L?catur, and during the 3000s it was a Verdurian province as well. A lawless area close to civilized areas has its uses, and those who can see those uses have migrated there: bandits, trafickers, wizards, eccentric sects who prefer to be off on their own. So it's just wild enough to require a fair military presence to subdue, and yet on the whole it's a poor, hardscrabble region without many resources.
Many L?caturians, displaced by some of these activities, wander around the Plain something like gypsies, as entertainers, odd job takers, and thieves.
Many Verdurians consider it an affront, and advocate re-occupying it-- as the Lord of News puts it, then the wandering L?caturians could be sent home and hopefully stay there.
