I haven't seen the code table, but I assume they were left out in the spirit of Unicode, which is to use as few precombined characters as possible to encode text in a way that's compatible with existing standards. There are more involved things that can be done (such as using OpenType) in order to get optimal diacritic placement for those whose editors support it. I'll look into that too.

OK... I'm back. Well, the reason I didn't respond on this thread (to Serali or anyone else) is simply because I've not been watching it.
As for the font file (which as I mentioned was just a remapping of zompist's verdurian.ttf), I've re-uploaded it here for easier downloading. I guess any further improvements to it will have to be done by people who aren't me.

I've turned the diacritic glyphs into zero-width characters: here's the new font. (I've renamed it "Verdurian CSUR" to make it easier to pick the right font for the right encoding.)
The text now looks like this under Mozilla:
(The initial capital pe letter was munged up because, for some reason, a Greek polytonic font (and probably other fonts) on my system decided to dump some stuff into the Unicode private area... ugh.)
The same text under GIMP (well, after I specified the font to use):
And here's what Philip Newton's page now looks like on my browser:
Leaving aside the totally bogus non-Verdurian characters, there's still a problem: the diacritics tend to be at the wrong places (especially those above small e). Oh well.
