Yesterday I was flicking through the Historical Atlas (I printed it out, so I can actually use it like a flip-book and see the empires growing and receding if I set it up right) and noticed on the very last page that Kebri has a surprisingly large empire in Arcel. Squinting showed that it was called "Palisau" which is probably a Kebrenisised version of the name of the "advanced state" of Belesao. Kebri hasn't started subjugating native peoples already, has it? I ask because there doesn't seem to be a mention made of it in the Atlas and scouring the old board shows nothing but a post on plate tectonics.

Pahsau, actually. (Or Pah'sau; I have to check the original at home.)

There's something about Kebri's colonies on the commentary for that map. They've occupied Pahsau mostly to safeguard their access to the tea of Belesao.

IIRC -sao just means 'country', so Pahsau is some other country.

In fact, the relative positions of Pahsau and Belesao can be seen on the sample maps of Arcel in Zomp's first mapmaking tutorial (right here). In particular, take a look at the second map sample, the one showing political boundaries.

P.S. And while I am grateful for the political info provided in the Arcel map, I'm sure that the full story of Arcel's nations is far more complex. Among other things, Mark's map of nonhuman populations shows a number of sites in Arcel--notably icelani in the (presumably forested) region between Pahsau and Fananak, and a large elcari (/murtani?) population in the mountains between Belesao, Uytai, and Xamshan...not to mention ilii in the equatorial far north, along the shorelines, and especially all around Haibalai...
