Abend Monteneon and L?catur

Hello! I'm new at the Zompist bboard.
First of all, I apologize for my english, isn't too good. Anyway I understand english. I also speak catalan and spanish, so you know...
I have a question for Zompist (or else who can answer): what is L?catur? I think it's a city or a village, but I'm not sure. And why Abend Monteneon reoccupied it? It was a part of Verduria in past times?

L?catur can be seen in the Historical Atlas for 458. Or see
http://www.zompist.com/drill4.htm -- L?catur is the eastern (non-mountainous) portion of the Western Wild.
Abend hasn't reoccupied it yet, but he's pressing to do so. It's been ruled by Verduria before, but was lost during the time of the wizard kings. Abend and many others feel that it's absurd to have a relatively lawless province so close to the capital.
