The sense of the original would appear to me to work equally well with "want" as with "need."

Who the hell came up with the idea of transcribing <ʔ> as an apostrophe with an underline, rather than <?> or <7>, or, heck, just a regular apostrophe?! The underline won't even be available in some contexts!

I think bIQ wIlo'nISbe' would make more sense. What we're declaring unnecessary is putting out the fire, not just having the water.

For the last line, I'd do something like Hoch Qaw' qul 'e' yIchaw' jay'.
