If you look at his romanization and compare it to his script, it looks like it's pretty alphabetic. All vowels seem to be written out, certain consonant clusters seem to be indicated with a diacritic, so e.g. the last 4 characters probably stand for <gy|a|ŋy|a>. So I'd guess that it is in fact palatalization that is indicated with a cedilla-like diacritic.

Thanks! Your analysis is correct. Also, all letters have regular and word-final forms. The word-final forms generally either descend or extend to the right.
