The former. It's a sister language of my romlang, Irlandic, which is Western Romance, but it's weirder. Sound changes are inspired by both Greek and Quenya.

(Ragǝmci is a term that roughly translates to "impolite" but carries the weight of "asshole" or even "motherfucker" depending on location. Ra- is a noun class that covers natural forces, and gǝm used to be a title for lords but nowadays generally means a gentleman or lady. Nragǝm thus means etiquette, politeness, and acting civilized. The negating suffix -ci (or -ciu in the male form) would indicate that someone has no ragǝm, and goes around doing things like parking cars then proceeding to fuck someone else's girlfriend. Prenasalization has the same function as the definite article.)
