In English, it doesn't make sense to say that 'alveolar lateral' is a different POA; it would contain only one phoneme. Whereas if you just say /l/ is a lateral (MOA) with the alveolar POA, the chart makes more sense. POAs tend to have more than one phoneme, except for palatal and labiovelar (/j w/).
But in my conlang Kannow, laterals pattern with other stops: there's a labial aspirated stop, a labial voiced stop, and a labial ejective stop; a velar aspirated stop, a velar voiced stop, and a velar ejective stop; and many more POAs with that exact same pattern -- including laterals. Now if I were to take out the lateral stops and put in some lateral approximants, they'd just be approximants at whatever POA.

If you have a rule where, say, /i/ shifts to /y/ after /p b/ but not after /f v/, then bilabial and labiodental are different POAs. If you do what Ewe does and contrast bilabial and labiodental fricatives, then they're different POAs. But generally they won't be.
In some cases it could go either way. Take Nias: the bilabial trill is commonly realized as a voiced bilabial fricative, contrasting with the (marginal) voiced labiodental fricative (which the Wikipedia article seems to think is bilabial, but it isn't), but there are no other contrasts between the two. I'd still say there's only one labial POA in that case, but it's more a matter of taste than anything else.

I have just the simple /m pʰ b f v/, so the same POA in this case. (It has no /w/.)Do they contrast on the same MOA? Do they behave differently in sound rules?
Is it uncommon for SAE languages to have /j/ as the only palatal consonant?

Are cases SAE? Germanic has them a little, Romance lost them completely, Indic has them but Indic is not really SAE, Slavic has them very extensively....what about articles? They're in Germanic and Romance, but not in most of Slavic.
Fusional grammar, especially on verbs, is one very-SAE feature, as is distinction of three tenses, possessing infinitives, and having two numbers (singular/plural). Then maybe fusion of instrumental and comitative, male-female gender system. There's definitely others, though I can't remember them as well. I remember reading an article defining what SAE grammar is like, let me see if I can find it.
