Since when exactly must a state have a flag? Even disregarding the many cultures where banners were a wartime-only thing, if at all, up until very recently the 'state banner' was really the ruler's banner. And do I even have to say out loud that a banner must not necessarily be a flag, and that flags can also differ very, very much from our current multicolored rectangles?
