In the Tauta tradition, it's part of the Worra sídun "Words of the Wise", a collection of mostly unattributed aphorisms that is part of the classic canon. It is not a call for pacifism - the Tautínai see war, if pursued in the correct manner, as a natural and honorable activity - but it is one way of expressing the idea that the wise man refrains from worldly pursuits.
