Since votes end in 30 minutes, and there are three ties, it is apparent that there will need to be a tie-breaker. If there are no more votes by November 9 at 00:45 UTC, the ties will be broken via a random number generator on random.org. Each letter involved will be given a number (first option - 1, second option - 2, etc.). Here are the following ties as of 00:37 UTC.

15) How will the phoneme /ʃ/ develop?
b) The consonant cluster /sk/ will become /ʃ/ in all positions. The clusters /skj/, /st͡ʃ/, and /sd͡ʒ/ will also become /ʃ/. - 2 votes
d) From /sj~sʲ/. - 2 votes

16) It is AD 601, and King Peter and Queen Ēadgȳþ have their first heir to the throne. What will be the baby’s name and gender?
c) Constantine - 3 votes
d) Conan - 3 votes

17) What will be the outcome of the clusters /jt js/?
a) /jt js/ > /it is/ (results in a series of diphthongs ending in /i/ but any cases of /iuiC eoiC ɛaiC/ will become /iC eiC aiC/) - 3 votes
b) Same as a but /js/ > /jʃ/ (Iberian Romance) - 3 votes

From now one, if there is a tie by the time votes close, I will use said random number generator to break the tie.

The results are in and the ties have been broken thanks to random.org.

13) What will be the outcome of the Present, Imperfect, Perfect, and Pluperfect tenses of Latin in the Indicative mood?
The Present and Imperfect tenses will be retained, the Perfect tense will become a Preterite tense, and the Pluperfect tense will be lost.

14) What will be the outcome of the Future and Future Perfect tenses of Latin in the Indicative mood?
The future perfect tense is retained as a future subjunctive, but the future tense will fall out of use.

15) How will the phoneme /ʃ/ develop?
The consonant cluster /sk/ will become /ʃ/ in all positions. The clusters /skj/, /st͡ʃ/, and /sd͡ʒ/ will also become /ʃ/.

16) It is AD 601, and King Peter and Queen Ēadgȳþ have their first heir to the throne. What will be the baby’s name and gender?
The baby will be named Conan, in honor of the legendary progenitor of Peter’s dynasty.

17) What will be the outcome of the clusters /jt js/?
The clusters /jt js/ will become /it is/. This sound change results in a series of diphthongs ending in /i/ but any cases of /iuiC eoiC ɛaiC/ will become /iC eiC aiC/. For example, the words noctem “night” and pictūra “picture, painting” become /nojtɛ/ and /peojtura/, then becoming /noitɛ/ and /peitura/ respectively.

a) He should be honest and allow Penda to be the king of Mercia.
b) Peter should take charge and announce himself as the official ruler of both his country and Mercia.
c) Peter should take control of Mercia, but make it a title (Prince/Princess of Mercia) used by heirs equivalent to “Prince of Wales” for the United Kingdom.

Yes. I said "Creoda's son Pybba" and "Pybba's son Penda". It was merely a dynastic union, and Pybba is four years older than Ēadgȳþ, therefore, Pybba would have been the heir to Mercia's throne, but he died so the title would go to his son Penda but, Ēadgȳþ was the only other child of Creoda, and due to both parties having a patriarchal hierarchy, Peter became the regent. The question is basically asking if the heir should be Conan or Penda.

20) These last few questions mark the official first stage of the Britainese language, Proto-Britainese. How should nasals and liquids be written?
The consonants /m n ɲ l r j w/ will be written as <m n ni l r i u>.

21) How should the consonants /k g tʃ dʒ/ be written?
Before front vowels, they will be <qu gu c g>, elsewhere they will be written as <c g ce ge>. This was proposed by mèþru.

22) How should the fricatives be written?
The fricatives /f v s z ʃ h/ will be written as <f v s~ss s sc h>.

23) It is AD 606 and Creoda and his son Pybba have been assassinated. As a result, Pybba’s son Penda, who is only a few months old is the heir to the throne. Due to their dynastic union, Peter becomes the official regent of Mercia until Penda turns 18. What should Peter do?

27) It has been determined that Peter will be a good regent and allow Penda to be the next Mercian king, but what will happen?
a) Peter decides to raise Penda with Ēadgȳþ, training him to be a good king.
b) Same as a but Peter tries to speed up the process and exerts a greater influence over Penda, teaching him Britainese and treating him as one of his own. After learning Britainese, he has Ēadgȳþ teach him Old English
c) Peter should let Penda be raised by relatives of Creoda and Pybba.
d) Peter has Penda fostered with an Anglo-Saxon noble family in order to increase British influence. (Proposed by mèþru)

Sure! I don't have the grammar fleshed out, so this is basically just me applying its sound changes and rearranging words to make the grammar more Romance-like, but it should give a good idea of what Proto-Britainese looks like. Now we just need to figure out the orthography and flesh out the grammar for Proto-Britainese.

/els ɔmos mamnos avreoront la pɔrta/

"The big men opened the door."

EDIT: Some extra words include /nytɛ/ "night" and /peitura/ "picture, painting". Some other words are /ɔro/ "gold", /peona/ "pain", and /t͡ʃerkolo/ "circle".

24) How should the consonant /ʎ/ be written?
/ʎ/ - <gli~cli~li> (based on etymology)

25) How should the vowels be written?
/i u e o ɛ ɔ a/ - <i u e o é ó a> (There was a three-way tie, each with 1 vote)

26) How should the diphthongs be written?

New Questions:

The orthography for Proto-Britainese is almost complete.
/m n ɲ/ - <m n ni>
/p b t d k g/ - <p b t d c~qu g~gu>
/tʃ dʒ/ - <ce~c ge~g>
/f v s z ʃ h/ - <f v s~ss s sc h>
/r l ʎ j w/ - <r l gli~cli~li i u>
/i y u e o ɛ ɔ a/ - <i ? u e o é ó a>
/iu eo ɛa/ - <iu eu ea>

28) The only thing we need to complete the orthography is finding out how to write /y/. How should we write it?
a) /y/ - <y> (Old English)
b) /y/ - <ui>
c) /y/ - <ui~oi~ói> (Based on etymology)
d) Same as c but uses <y> for loanwords. - 1
e) Other.

29) How should the infinitive endings of Classical Latin evolve?
a) āre, ēre, ere, īre > are, eore, eare, iure (retaining the /e/ would create an environment of open syllables)
b) āre, ēre, ere, īre > ar, er, ér, ir
c) āre, ēre, ere, īre > ar, er, er, ir
d) āre, ēre, ere, īre > ar, ir, er, ir
e) āre, ēre, ere, īre > ar, er, ar, yr (same as a but the /e/ is dropped after the open syllable sound change and diphthongs are shortened)
f) āre, ēre, ere, īre > ar, eor, ear, iur (same as a but the /e/ is dropped after the open syllable sound change)
g) Other.

30) It is AD 619 and Penda is 13 years old. A member of the Anglo-Saxon noble family that is raising him, Eanfriþ, tries to proclaim himself ruler of Mercia, even going as far as attempting to assassinate Penda. Since he is also the king of Bernicia, Peter and Ēadgȳþ have a problem with this. How should they proceed?
a) Peter and Ēadgȳþ should impose direct rule over Mercia.
b) Peter and Ēadgȳþ should send a mercenary to assassinate Eanfriþ.
c) Peter and Ēadgȳþ should send someone to retrieve Penda and make him a puppet king of Mercia.
d) Peter and Ēadgȳþ should send a mercenary to assassinate Eanfriþ, but also impose direct rule over Mercia. (proposed by mèþru)
e) Peter and Ēadgȳþ should send someone to retrieve Penda and make him a puppet king of Mercia, but also impose direct rule over Mercia. (proposed by mèþru)
f) Other.

28. A & C, depending on etymology of the sound, as well as from borrowings.
29. F, like a but āre, ēre, ere, īre > ar, eor, -ear, -iur; where the open syllable is ultimately lost, obscuring their source.
30. E. I could only see the powers that be try to consolidate as much power as possible when weaknesses or schemes are exposed.
