Speaking from the inside, I can say there seems to be three distinct branches of UKIP: popular working class traditional labour supporters; disaffected tories; liberals. I belong to the last camp.

we don't... the only people who ever encounter such numbers are scientists and scientifically literate people, who obviously use scientific notation. I think I've heard, like with my ears, the word billion, around ten times in spanish, half of them in the context of a discussion of 'lol yanks think a billion is a thousand million'.

or we concatenate them: cien milliones, mil millones, millón de millones [billón], diez mil millones, quinientos mil millones, million de millones de millones [trillón, very rare]. over trillón, we... i don't think we pronounce those numbers, we just write them down... or switch units, one of the great virtues of the Metric System [we know exactly how many of our smaller units fit into our bigger ones: we have no need for trillions of pounds; we just have, say, cinco megatoneladas, which is much more intuitive]

It's Science. You do not argue with Science. And remember the Zimbabwe Dollar?

Point aside, aside from the long vs. short scale issues, everything is systematically formed in both long and short scale, using, effectively, number prefixes (bi-, tri-, quadr-, quint-, hex-, sept-, oct-, non-, dec-, etc.). So, while a scientist is unlikely to write those words out, it's semi-systematic, so there really isn't a need to do so. Those of us who use those numbers, anyways, use scientific power notation.
