I'd assume it's related to German her-. In prescriptivist standard German, its meaning is "towards the speaker" (as opposed to hin- "away from the speaker"), but in colloquial German, it's mostly shortened to r- and used vaguely directional, without accounting for the speaker's position.
Prescriptivist Standard:
Wer hat euch herausgelassen? "Who let you out?" (Speaker standing outside).
Wer hat euch hinausgelassen? "Who let you out?" (Speaker standing inside).
Colloquial:
Wer hat euch rausgelassen? "Who let you out?" (Independent of speaker's location).

Who let you out?

Oh interesting, and probably. Yiddish has aher and ahin but I don't think they can combine with other prepositions like that - heroys and hinoys aren't very common as prefixes from a quick googling, and then mostly in very German Yiddish. Or actual German written as if Yiddish, maybe.
