Shahmukhi qualifies (just) as a tone-marking abjad. However, it does mark some vowels, using matres lectionis, so it isn't really an example of marking tones rather than vowels.

My conlang Vrkhazhian is written in an abjad that only represent vowels at the end of words (mostly corresponding to the gender endings), and even then only three of the six.
