If I go for a doctorate (right now I don't know yet), I can apply to a Dutch program at the Catholic University of Leuven in the summer so I can improve my Dutch. My university offers funding to study languages that are not offered by the university.* So not only would I go back to Belgium in January, but perhaps also in the summer. I would earn so many miles.

But only if I go for a doctorate. I have to make a lot of important decisions soon.

*Fun fact: We are the only Big Ten university that offers Basque.

1I'd say "wil promoveren", but "promoveren wil" isn't wrong.
2"wenden tot" means "to address", "to reach out for help" or the like. It's not bad here per se, but not quite idiomatic (and rather stilted). You write "apply" in English, for which the typical translation would be "aanmelden".
3I don't think it's called a "programma" on a Dutch university, but it may be on Belgian ones.
4Probably FD, in ND I'd reverse it, "kan verbeteren".
5I think a rewrite is in order to save this, perhaps "mijn universiteit heeft een financieringsmogelijkheid voor ..." or "heeft een fonds voor ..." or "biedt de mogelijkheid om ..."
6I'd say "teruggaan naar België", but "terug naar België gaan" is fine as well.

Ouch Vik, that's a brutal collection of Frenchisms and Germananisms :).
Maar alleen als ik promoveer. Weldra1 moet ik veel belangrijke beslissingen nemen.
1"Binnenkort" sounds more idiomatic.
1I'm not sure whether a university can "give" a subject. Probably like English "aanbiedt" or the like.

"Encountering" is a mouthful. Here we'd say "without hitting". And just "getting in" works as well as "getting stuck in".

I was worried about the lines at the polls but the whole thing took barely five minutes.

*1) Better: ich hatte befürchtet; sich Sorgen machen is too strong (it's like the issue rendered you unable to sleep at night, tossing and turning, not being able to think of anything else). ;-)
*2) What you wrote would mean that you literally bumped into him.
*3) That's one of the cases where use of tenses differs between English and German; the past in German would imply that at least one of you doesn't live in the area anymore.

Funny, In Dutch the past tense can also be used, to present tense is possible as well. Past tense just indicates that at the time of having no idea, the living close by was going on, without saying anything about the present (but strongly implying as we're talking about yesterday). You'd need the present perfect or past perfect to imply that at the moment of meeting, they're not living together ("We hadden beiden geen idee dat we bij elkaar in de buurt hebben/hadden gewoond").

Not quite idiomatic, as "treurig" is typically used only attributively ("een treurige dag"), but not predicately (?"de dag is treurig"). You could use "verdrietig", though that probably doesn't exactly cover "sad" in this case.

*1) Even for me as a Northern German, the simple past is unidiomatic here, where you state a fact that influences the present (you're mentioning that you forgot to comment to explain the edit you're making.) Simple past would be appropriate for habitual forgetting or in a simple narration.

I hesitated between the simple past and the present perfect, as in Dutch both seem possible, but it might very well be that using the simple past here is an Americanism (the past perfect is possible as well, depending on whether you make the utterence before or after the actual edit).
Often when translating there's only an approximation of the meaning available.
