There are certainly institutions that can provide a standard, although even then, I'm not sure if there's any language where a standard is strictly followed... You see significant variation in English, Spanish, French, etc. (even with the existence of institutions that supposedly regulate the languages, e.g. how hardly printing quotations with «» isn't common in spite of what the Spanish Academies say, or how writing certain "forms" of Arabic verbs is common against what Arabic Academies say...), though perhaps nowhere near as much as before?
