'Noncianias' really means 'to be a coward' in informal speech, but literally it breaks down to 'to be dick-less', so it's a bit of a pun. So a word-for-word translation would be "A dick-less world doesn't quench (my) thrist". The fact that it (almost) rhymes and sounds like a proverb is a bonus.
