In this case, if you had marked ke "REL" instead of "TOP", it would look unremarkably like a "European" relative sentence (as ke is at the "hinge position" between main clause and embedded clause). 4SG both-CAUS
It does both...
ke serves multpile roles, it's primary is TOP.
