Get MSKLC, open your default keyboard layout, and add an AltGr+key combination or a dead key or something. Then export and install the edited layout.

What? It works fine for me. Just have the em dash ready to copy-paste whenever you need it.

This is better for me personally than using a custom keyboard layout, but that is because I use all sorts of unusual characters throughout the day, among which the em dash is only one; so I always have the character map open anyway.

I use the UK keyboard myself, but have created a new layout to replace the curly brackets with the em-dash and the pipes (my keyboard is a few keys short of a full layout, as my computer is a rather-outdated laptop).

I never have a character map open, and am more given to copying and pasting scraps of text rather than individual characters, which I copy and paste out of my word processor as I need them (and I don't need them often).
