You know I really get the sentiment behind that phrase [ie. 'don't be so quick to judge'] but really, what else can you judge a book by? say you want to read a book. Are you going to choose blindly? of course not, you're going to make an uninformed choice based on it's cover! [or what critics say, or the author, or whatever else]

I think the saying is more about not choosing a book based on the lovely color the cover is, or whether or not there's a pretty picture on the front. Or, for people, don't assume someone is scum just because they aren't dressed or made up the way you would want, and don't expect that everyone that's attractive and dresses snazzy to be awesome. Get to know people before you make those decisions.

So choosing a book based on the synopsis is neither "judging it by it's cover" or choosing blindly. At least you know something about it.

Actually, when I buy books from a bookstore that I haven't previously read, and that I don't know the author of, I usually read through the first chapter/section/whatever before buying it, and similarly for library books.
